Air Law for All, Ltd. is a Colorado limited liability company. Under our operating agreement, Air Law for All (“ALFA”):

• Gathers and disseminates information about the Clean Air Act and its implementation; 
• Discusses and comments on proposed Clean Air Act actions; and
• Provides reasonable representation on Clean Air Act matters.

ALFA is a member-managed LLC and currently has one member: Steve Odendahl.

Steve Odendahl started ALFA in 2019 after 10 years as a regional staff attorney at EPA.  While at EPA, he worked on the Clean Power Plan, the “SSM SIP call,” and numerous regional actions.  He received the Assistant Attorney General’s Award for Excellence and the Administrator’s Award for Excellence for his work on the Clean Power Plan; an EPA Silver Medal for his work on the SSM SIP call; and seven Bronze Medals (including three from the Office of General Counsel) for various projects.
